Extremely Low fps in all games (online/offline)

Well the last two temps may be inaccurate but i think the first one is correct. I got my house fan and shoved it right next to the machine and it keeps the temperature down until i want to do a game. Then it goes up just as high as usual (28-40C when im doing nothing. 45-60C when im gaming). The fps is a little better in cs though. When im not in a gun fight it can get up to 60 fps. I used to have 100 fps even in gun fights before it suddenly started to drop. When my brother gets back from camp Ill tell him to try what Sv said. For now ill just forget about it. My last resort would be reformat but i dont want to do that:(.

If you do reformat, maybe buy an external hard drive and back up all the stuff you DON'T want to lose?
