You guys should put that techno trance music mod on your server, i'm getting tired of hearing all the lil's kids' squeaky voices...

Or type voice_scale 0 in console.

I don't want to put music on the server...if someone wants to listen to music, I want them to choose what to listen to....so they can use their own media player.

Putting music wouldn't help the "squeaky voices"; they'd just end up coming in over any music.
