You could try rolling back to an earlier version of Firefox, that's not guaranteed to work though

Other than that, idk! Submit a ticket to Steam support or something

Right when I ended Steam it went away. So now I assume it is steam that is causing this issue but how on earth do I fix it.

Pretty simple fix, likely a bug in the video driver. If you're already using the newest version, try going with an older one.
