Do you ever see someone accept the vote if it's less than a majority? I doubt it.

Even if a vote fails and get 0 votes, we can choose to pass it anyways. So really voting is just a illusion to keep the simple minded occupied. As for the voting being useless well even if it needs one vote if it gets 20 we still know what won.
